Background
During 2011-12 the UN Communication Group, which includes communication specialists from all the UN agencies, will implement two flagship inter-agency communication strategies in cooperation with the UN Human Rights Group and the UN Inter Agency Gender Group.  The communication strategies are expected to help build the public profile of the UN as a leading advocate for gender equality and human rights. A key obligation of this work is to open media space for some of the poorest and most vulnerable populations, especially girls and women. It is likely to include development of interactive radio-programming that will enable vulnerable populations to share their experience and perspectives. The consultant will also help provide assistance to UN agencies that required additional support to enable participation in the activities of the UN Communication Group.

Scope of Work
- Reporting to the Chief of Communication at UNICEF, and working in close cooperation with relevant staff from other UN agencies, the consultant will:  
- Review UN workplans and activities planned in human rights and gender during 2011-2012 
- Collaborate with the Communication, Human Rights and Gender Groups of the UN to confirm advocacy priorities for 2011/12 
- Cooperate with the UN Human Rights and Gender Groups on the preparation of short advocacy briefs on human rights and gender priorities. These 3-page briefs will include a description of the situation related to that priority, what action the UN is taking to address it, where UN action is focused, which agencies are involved, who are the key spokespeople, what are the key messages, key audience and what is the most effective means of communicating these messages/priorities.
- Utilizing the advocacy briefs, cooperate with the UN Human Rights, Gender and Communication groups on a communication and advocacy strategy focused on these issues with identification of media channels and partner, and ensuring participation by relevant vulnerable population groups.
- Assist development of the request for proposal, recruitment and contracting of the major media partner(s).
- Research/cooperate with selected media partners into the most appropriate locations and interviews for media visits
- Cooperate with, the UN Human Rights, Gender and Communication groups to identify and prepare UN spokespersons on the human rights and gender equality priorities; help develop talking points and provide media coaching if needed.
- Track performance and feedback on the UN supported radio programmes. Check media monitoring report against the media plan
Work with the Communication group to ensure the advocacy priorities are included in the other media seminars and quarterly media briefings.
- Produce feature stories and photographs on the advocacy priorities for the UN Tanzania web.
- Provide additional communication support to UN agencies as requested.

Expected Deliverable s


By end September     Advocacy priorities for gender equality and human rights finalized, interviews conducted with leading UN experts, brief literature review conducted and drafts of 3 advocacy briefs (3 pages) submitted.
By mid-October    Deliver of 3 additional draft advocacy briefs (3 pages)
By end October 2011     Deliver 6 advocacy briefs finalized
By end November 2011     Deliver communication strategy for human rights and gender equality; define media outreach activities on human rights and gender equality issues; Terms of reference for media company drafted
By end January 2012     Locations and participants in media interviews identified; locations for outreach activities identified and linked to media initiative with a particular focus on the most vulnerable population groups and in accordance with the advocacy priorities.
By end February 2012     Communication initiative for human rights and gender launched incorporating outreach activities
By end March 2012     Gender equality and human rights priorities feature in media seminars and/or UN media briefs; feature stories and photographs x 3 on advocacy priorities produced for UN Tanzania web
By end April 2012     feature stories and photographs x 3 on advocacy priorities produced for UN Tanzania web
By end May 2012    Review on progress of communication strategy, recommendations for adjustment and planning strategies initiated for 2012/12
Monthly    Briefing notes delivered and meetings held with agencies receiving additional UNCG support
  

Desired background and experience

Masters degree in communication, social science or related topic; proven experience in strategic communication; experience working with mass media in Tanzania; excellent writing, communication, negotiation and presentation skills; fluency in written and spoken English and Kiswahili; experience with the UN would be an advantage.
